Violation Description: Following an Ofqual audit programme that reviewed a group of awarding organisations' arrangements for the management of Centre subcontracting to other third parties, we identified defects in UAL's approach. Principally, we found that UAL did not ensure that the arrangements it establishes with third parties allow it to develop, deliver and award qualifications in accordance with the Conditions of Recognition or adequately monitor and, where appropriate, enforce its arrangements with Centres, in respect to their subcontracting activities. Also, UAL failed to have in place effective arrangements to undertake moderation of assessments carried out in its Centres.
